General Terms and Conditions


Centre for French Language Teaching and Certification of Québec (CECFQ)

1. GENERAL PROVISIONS


1.1 Purpose


These Terms and Conditions govern registration for, participation in, and use of the services offered by CECFQ, including mini-group courses, private lessons, conversation workshops, and placement tests.

By registering and making payment, you fully accept these Terms and Conditions.

1.2 Governing Law and Jurisdiction


These Terms and Conditions are governed by the laws in force in the Province of Québec and the applicable laws of Canada.

Any dispute relating to the interpretation or performance of these Terms shall be submitted to the courts having jurisdiction in the judicial district where CECFQ’s head office is located.

1.3 Amendments


CECFQ reserves the right to amend these Terms and Conditions in order to comply with applicable laws or to improve the operation of its services.

Any amendments take effect as soon as they are published on the official website and do not apply retroactively to agreements already entered into, unless otherwise required by law.

1.4 Protection of Personal Information (Law 25)


CECFQ collects only the information necessary for:

  • registration management
  • communication with students
  • academic and administrative organization
  • legal and tax obligations

Personal information is stored securely and is not shared with third parties without consent, except where required by law.


In accordance with Québec’s Act to modernize legislative provisions as regards the protection of personal information (Law 25), any individual may request access to, correction of, or deletion of their personal information.

1.5 Image Rights


Participation in activities may involve the capture of photographs, video, or audio recordings for promotional purposes.

Any participant may refuse by providing prior written notice. In the absence of written objection, consent is deemed to have been given.

1.6 Code of Conduct


Any violent, discriminatory, defamatory, or disruptive behaviour may result in:
  • immediate suspension
  • dismissal without refund
  • legal action, where applicable

2. MINI-GROUP COURSES


2.1 Course Organization


Maximum class size: 6 participants
Minimum enrolment required to open a group: 4 participants

If enrolment is insufficient, CECFQ reserves the right to:
  • cancel the session
  • postpone the start date
  • or offer a credit or full refund

2.2 Registration Fee


Annual administrative fee: CAD $20

Payable once per 12-month period.

This fee is non-refundable in accordance with the Consumer Protection Act.

2.3 Placement Test


Required for all new students, except complete beginners enrolled in A1.1.

Fee: CAD $15 (general public)

If the student registers for a course within 30 days, this amount will be deducted from the first invoice.

The placement test is for internal assessment purposes only.

No certificate, credential, or official document is issued.

CECFQ reserves the right to reassign a participant if their level does not match the selected group.

2.4 Payment and Confirmation


Registration is confirmed only once full payment has been received.

Registrations are personal and non-transferable.

2.5 Administrative Processing Time


Courses do not begin automatically immediately after payment.


An administrative processing period of 3 to 7 business days is required for:

  • file review and validation
  • teacher assignment
  • group formation
  • sending access information

This processing time does not constitute a contractual delay.


2.6 Cancellation and Refund Policy (Consumer Protection Act Compliance)


Before the course begins:
Cancellation is possible in writing.

If cancellation is made 5 or more business days before the start date, a full refund will be issued.

If cancellation is made less than 5 business days before the start date, a reasonable administrative fee may be retained, up to a maximum of CAD $75.

After the course begins:
No refund will be issued, except in the case of a documented medical reason supported by official proof.

Any refund will be processed in accordance with the provisions of the Consumer Protection Act.

2.7 Absences


No refund or credit will be granted for missed classes.


3. PRIVATE ONE-ON-ONE LESSONS


3.1 General Terms


Minimum age: 16 years old

Annual administrative fee: CAD $20 (not included in the lesson package)

Package validity: 6 months from the date of the first lesson

3.2 Rescheduling


Lessons may be rescheduled up to 20% of the total package hours.

Minimum notice required: 24 hours

If less than 24 hours’ notice is given, the lesson will be considered used.

3.3 Late Arrivals


If a student is 15 minutes late or more, the lesson will be considered delivered.

No rescheduling or compensation will be provided.

3.4 Cancellation of a Package


Before the first lesson:
A refund may be issued, less reasonable administrative fees, up to a maximum of CAD $75.


After lessons have begun:
No refund will be issued, except in the case of documented medical incapacity.


4. FORCE MAJEURE


CECFQ shall not be held liable for any interruption or cancellation caused by force majeure, including but not limited to major outages, natural disasters, widespread internet disruptions, serious illness of the teacher, or any other event beyond its reasonable control.

5. ACCEPTANCE


By making payment, the participant confirms that they have read, understood, and accepted these Terms and Conditions.
